In the early 80s, the Greeley Downtown Improvement District was created to raise funds for a $4.5 million nine-block urban-renewal project. To stimulate Downtown interest two decades later, a group of area business and property owners engaged Jim Sell Design, and the firm provided the master plan to reintroduce vehicular access into the center’s pedestrian plazas.
